New Lisbon airport to cost between €7.9Bn and €8.9Bn

The cost of Lisbon’s new international airport will vary between €7.9Bn and €8.9Bn according to the company that runs the country’s airports – ANA.

ANA, part of the VINCI Airports group, presented the technical project for the new airport on Wednesday, releasing the first preliminary images of Luís de Camões.

“On July 16, ANA submitted the technical report regarding the New Lisbon Airport (NAL) right on schedule.

The submission of this report marks a new milestone bringing us closer to the opening of Portugal’s future international airport—Luís de Camões—in Benavente, as well as administratively within the municipality of Montijo,” stated Thierry Ligonnière, CEO of the Vinci Group company, during a presentation held this Wednesday in Lisbon.

“This is a crucial stage of the project because it will make the work carried out by our teams visible to our partners and the Portuguese people. It is meticulous, rigorous, and highly complex work that has been underway since the beginning of 2025, following the stabilisation of the infrastructure’s key characteristics,” the manager added, noting that more than 250 highly specialized professionals worked on the project.

“ANA is completing another milestone regarding the new Lisbon airport, in compliance with the deadlines set out in the concession agreement. This demonstrates our commitment to the decision the Government has made regarding the NAL,” highlighted José Luís Arnaut, Chairman of the Board of the concessionaire.

Nicolas Notebaert, CEO of Vinci Concessions and President of Vinci Airports, highlighted that the submission of the environmental report “marks a new step in the most important infrastructure project of this century.

There is no project of this magnitude currently underway in Western Europe.” He also set the goal of surpassing the Netherlands in terms of air traffic volume within three years. “That is the next milestone.”

The environmental report estimates the construction cost for the Luís de Camões airport at between €7.9Bn and €8.9Bn, based on 2024 prices. Changes to technical specifications offset the impact of inflation. ANA’s initial cost estimate for the infrastructure, announced in January 2025, was €8.5Bn.

By the end of the month, the concessionaire will submit the Environmental Impact Study for the new airport to the Portuguese Environment Agency—a 5,000-page document that the CEO believes will set a benchmark in the country.

In January of next year, ANA must submit a financial report that includes the financing solution and confirmation that funding institutions are ready to finance the construction.
