Carlos Costa Neves appointed new CEO of FLAD
The Board of Trustees at the Luso-American Foundation for Development (FLAD) has appointed Carlos Henrique da Costa Neves to join its Executive Board as CEO which has been led by former president of the European Commission, Manuel Durão Barroso since January 15, 2026.
Carlos Costa Neves was born in Angra do Heroísmo in 1954 and has a degree in Law from Lisbon Católica University and throughout his career occupied various positions in regional and national politics.
He was Regional Director of Social Security in the Autonomous Region of the Azores (1978-1981); member of the Regional Government of the Azores (1981-1992); Chairman of the Board of Directors of SATA-Air Açores (1992-1994); Member of the European Parliament (1994-2002); State Secretary for European Affairs (2002-2004); Minister of Agriculture, Forestry and Fisheries (2004-2005); Minister for Parliamentary Affairs (October 2015); Member of the Assembly of the Republic (2009-2018); Secretary General of the Government (from January 2025 to the present).
