Spanish construction firms on track to compete in second High-Speed Rail Link competition

After the tender for the first Public-Private Partnership (PPP) of the Porto – Lisbon High-Speed line ended with only one bid, the Portuguese government and Portuguese construction companies anticipate competition in the second round of tenders from Spain with Spanish companies Ferrovial, FCC and Sacyr all likely candidates.

The design, construction and maintenance of the first section, between Campanhã (Porto) and Oiã (Aveiro), was awarded two weeks ago to the Lusolav consortium, which includes the construction companies Mota Engil, Teixeira Duarte, Casais, Gabriel Couto, Alves Ribeiro and Conduril. The group delivered the only proposal accepted by the jury.

For the second section, between Oiã and Soure, the Government, Infraestruturas de Portugal and the Portuguese consortium expect there to be Spanish competition, the online news source ECO discovered from sources linked to the process.

One of the candidates should be Sacyr Somague, which submitted a bid for the first section, but was rejected by the public tender jury.

According to Infraestruturas de Portugal, the construction company was unable to upload the bid onto the Public Procurement Platform, opting to deliver it by hand, but after the deadline.

Sacyr is now expected to return apply for the second Public Private Partnership (PPP), whose public tender runs until January.
