SpotGov supports €1.5Bn in AI-driven public procurement contracts
SpotGov – a Portuguese startup that developed an artificial intelligence platform for public procurement, already supports over 100 companies in managing approximately €1.5 billion in contracts—roughly 10% of the total volume in Portugal.
The solution aims to centralise information from various sources, identify relevant opportunities, and assist with the analysis, preparation, and validation of bids, thereby significantly reducing the time required to compete and the risk of disqualification due to procedural errors.
In a market that has historically been fragmented and difficult to access, SpotGov has created an operating system for public procurement capable of organizing scattered data and transforming public information into operational workflows.
The platform aggregates sources such as Diário da República, BASE, and TED, cross-references data, applies advanced filters, and generates automated alerts, enabling companies to track opportunities and structure their bids with greater precision. On average, users save around 25 hours per week.
João Alves, CEO of SpotGov, states that “SpotGov is already active in over 13 public procurement sectors, reflecting the growing need for technological solutions in this market.
The introduction of artificial intelligence is not merely a trend; it is a necessary adaptation to a new landscape where efficiency and responsiveness are increasingly critical.”
He further emphasises that “if more companies gain access to public contracts with the support of artificial intelligence, it will be possible to increase the number of bids, reduce disqualifications due to errors, and make this market more transparent, competitive, and significant to the Portuguese economy.”
According to the BASE Portal, the Portuguese State spent approximately €18 billion in 2024, yet the market continues to face limitations: around 15% of tenders result in only a single bid, and 23% of applications are disqualified due to administrative inconsistencies.
In this context, SpotGov positions itself as a technological infrastructure for the sector, enabling companies to identify opportunities, prepare bids, and make data-driven decisions in a more integrated and efficient manner.
